I.             Job Summary:

Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO III) Program is a five-year USAID-funded food security program that started end of September 2015. The aim of the program is to improve gender equitable food security, nutrition and resilience of vulnerable people in target communities from 8 districts and 23 Upazilas in Char and Haor regions by 2020. The program will achieve enduring change for over 1.1 million women, adolescent girls, children under five, men, and youth, through a comprehensive development approach that strategically layers, sequences and integrates technical interventions that meet the immediate needs of the targeted communities while also investing in social, economic, and institutional capital to build a foundation for future food security and resilience. The program will be implemented in partnership with local NGOs with technical support from various GoB departments/units, academia and national/international organizations.

Sub-Grant officer is a member of the regional/Field office program team and is responsible for supporting sub-grant management by reviewing and providing technical support to the partners ‘in day to day grant management and compliance.  S/he will work with assigned partners to provide capacity building support, help in financial planning, fund management and review of the periodic reports.  The Sub-Grant officer is responsible for supporting the assigned PNGOs in implementing the compliance requirement and regulation of the donor (in light of the CFR, ADS etc.), CARE and own organization. S/he will coordinate with the Regional Resource Manager to arrange formal training for the partners as required.

Besides, the SGO will support the regional program team in the budgeting and budget monitoring.  The incumbent will have to coordinate and provide assistance to the internal and external auditor at the time of PNGO audit. S/he will help CBDO team in solving field problem and disseminating new guidance.


II. Responsibilities and Tasks:

Responsibility # 1: Technical support to the partners in sub- award management.


  • Help partner staff in understanding the sub-award agreement and setting up of the policy/procedure for adherence to the sub-award requirements.
  • Help the partner in preparation of the annual budget, budget narrative and pipeline.
  • Provide sub-grant related information (Fund disbursement, Adjustment, Closing balance, Contract duration, Amendments etc.)  Information of assigned partners as required for CARE audit and project management.
  • Provide input to finalize of sub grant agreement and amendments.
  • Ensure proper use of VAT coupon and timely submission of the VAT report.
  • Assist partners in meeting due diligence recommendation/improvement plan.
  • Help partners in the preparation of the periodic reports.


Responsibility # 2: Ensuring timely fund flow to partners and expense adjustment.


  • Keep the partners abreast of the funding information for the cash call and expense reporting.
  • Ensure timely submission of the cash call and expense report.
  •  Review the cash call and expense reports against approved plan, review deviation notes and help revising the submission with correction if required.
  • Recommend fund release and expense adjustment, keep track of fund release and advance adjustment.
  • Follow up on approvals of cash call and expense report at field office and CBDO.
  • Keep track of delays in fund transfer and expense adjustment and recommend for improvement.
  • Provide feedback to field office management on the issues related to cash call and expense report.


Responsibility # 3 Supporting Field Office Program Management in the budget preparation and of budget monitoring.


  • Provide sub-grant budget information to RRM for inclusion in the regional budget.
  • Put budget information in the budget software.
  •  Organize CARE budget in donor budget format and in Pamodzi required format etc.
  • Prepares regional Office Budget Expenditure Summary with providing necessary notes.
  • Provide partner information to RRM for financial planning and forecasting of Field office fund request.
  • Provide fund wise monthly expenses summary for SHOUHARDO III Program.
  •   Provide information to RRM for regional pipeline analysis.


Responsibility # 4: Monitoring and Capacity building.


  • Perform planned field visit to monitor/observe field implementation.
  • Acknowledge good practices of partner and inform field office management.
  • Identify gaps in resource management areas in the partners’ implementation and recommend improvement to RRM. Discuss improvement areas and plan activities for improvement.
  • Provide on job training to relevant partner staff.
  • Discuss partners’ feedback with field office management and follow up action.
  • Take part in the design and implementation of the donor compliance and financial management training/any other planned training.
  • Respond to the support request of the partners.



Responsibility # 5: Period closing, Documentation and Audit.


  • Explain period closing guidelines to Partners and help preparing closing plan.
  • Review period closing plan of the partners for timely submission of the period closing reports.
  • Help partners in program FF&E management.
  • Maintain sub-grant related field documents (monitoring reports, meeting notes etc.) for CARE audit.
  • Attend in partners ADS 591 audit meeting.
  • Provide input in the review of the partners audit report.
  • Provide field information as required by CBDO like clarification on BES variations, wrong entries etc.).
  • Help partners in preparing for ADS 591 audit and complete CARE checklist on NGO preparedness.
  • Provide support to internal and external auditor at the time of PNGO audit.
  • Provide information to RRM for period closing.



III.           Reporting to:  

Regional Resource Manager, SHOUHARDO III Program.


IV.          Working Condition:  

This is a position based in the Filed. Should spend at least 50% time in the PNGOs office and field. Will require to work extensively with different level of staff in partner NGOs maintaining highest degree of professionalism. As well will work as facilitator of the PNGOs in developing their capacity.


  1. Qualification:
  • 3 years’ experience on relevant field.
  •  Masters in Accounting/ Finance or similar.
  1. Core Competencies:
  • Good knowledge of basic accounting and financial management.
  • Able to interpret donor regulation.
  • Competent in using Microsoft Office applications (MS Word, Excel, PowerPoint).
  •  Acquaintance with financial software.
  • Understanding of NGO work and work environment.
  • Supportive attitude.
  • Ability to train people.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
