Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO III) Program is a five-year USAID-funded food security program that started end of September 2015. The aim of the program is to improve gender equitable food security, nutrition and resilience of vulnerable people in target communities from 8 districts and 23 Upazilas in Char and Haor regions by 2020. The program will achieve enduring change for over 1.1 million women, adolescent girls, children under five, men, and youth, through a comprehensive development approach that strategically layers, sequences and integrates technical interventions that meet the immediate needs of the targeted communities while also investing in social, economic, and institutional capital to build a foundation for future food security and resilience. The program will be implemented in partnership with local NGOs with technical support from various GoB departments/units, academia and national/international organizations.

Commodity Reporting Officer (CRO) will be responsible for his/her district’s commodity reporting and maintaining ration beneficiary information and records. He/ She will be compiling, reviewing and updating the warehouse provided information on warehouse transaction and partner NGO provided beneficiary category update, new participant addition/enrollment and graduation. CRO will support in distribution documents processing, preparation and ensure to handover all documents and ration card to respective PNGO staff timely. CRO will provide the monthly distribution and eligible ration recipient information to Hub M&E officer for onsite and end use monitoring plan and implementation.

 

II. Responsibilities and Tasks:

Responsibility # 1: Tracking and Management of Ration Participant Information.

35 %

  • Review monthly addition, deletion and shifting information received from field and enter into the tracking system.
  • Maintain actual distribution and advance ration information.
  • Prepare the eligible ration participant list for the following months.
  • Provide feedback to partner in case of inconsistency/inaccuracy.
  • Provide beneficiary graduation/shifting information to regional office for field action.
  • Generate beneficiary count for district coverage reporting.

 

Responsibility # 2: Support to distribution Activities.

30%

  • Receive, review and compile FDPs distribution Reports and prepare district commodity reports.
  • Collect and review the FDP wise monthly distribution plan and commodity requisition.
  • Consolidation of the distribution plans and entry those information to DMS software.
  • Reconcile the eligible ration recipient and distribution plan information and input in the distribution management system. 
  • Prepare and print distribution plan, Dispatch Advice, Village manifest, ration acknowledgement sheet/ Muster roll etc. for regional approval.
  • Handover the approved distribution documents to PNGO staff and DA to warehouse
  • Update the Ration card. 
  • Handover of the new ration cards to PNGO staff.
  • Coordination with warehouse team and support team with distribution plan to finalize the plan.

 

Responsibility # 3:  District Commodity Reporting.

25%

  • Collect the warehouse transaction documents and compilation for district reporting.
  • Review and compile distribution completion reports and prepare monthly (CSR, RSR, LSR, DMCR (if any).
  • Prepare the districts commodity unitization status with the BUBD and update to regional office accordingly. Analysis.
  • Participate in monthly physical counting activities at warehouse.
  • Ration card handover and withdrawal tracking at district level upon endorsement from regional office. (Need to rethink
  • Review reporting documents and reports from partners for accuracy and completeness. Resolve accounting discrepancies and irregularities.
  • Verify accuracy of manual/computerized reports generated from warehouse routinely (desk review and through warehouse visit).
  • Verify ration cards on sample basis.
  • Communicate with the partners for report submission.
  • Participate in different meeting/workshop/training for learning and facilitating relevant session on commodity reporting.

 

Responsibility #4: Random Verification of Distribution Process.

10%

  • Randomly verify distribution process and distribution documentation at field.
  • Prepare the field visit report and recommend to regional management as required.

 

 

III.           Reporting to:  

Reports to Regional Commodity Logistics Manager (RCLM)

 

IV.          Working Condition:  

This is a District based position at the SHOUHARDO III Program area. Required to visit the warehouses, FDPs/PNGO office routinely to verify documents are properly maintained. Working as a backup person of warehouse personnel’s as and when required.

 

  1.    Qualification:
  • 3 years working experience in relevant field.
  • Master’s degree in any discipline.
  1.  Core Competencies: 
  • Good knowledge on principles of accounting, inventory management.
  • Skill in using MS Word, Excel, Power Point, Access, large volume data management, email and internet.
