Project Summary

Supporting Bangladesh Rapid Needs Assessment (SUBARNA) Project will contribute to and promote activities that facilitate the strengthening of Government assessment practices as well as those of development partners. This project shall develop strong linkages with the funding mechanisms of various donor partners by developing linkages between the community needs and funding announcements, such as the Start Fund’s extension of similar system in Bangladesh by developing linkages with START Fund Bangladesh based on the locally generated data. Finally, the project will provide capacity building support to a total of 330 national staffs.

Technical Coordinator - Information Management for Supporting Bangladesh Rapid Needs Assessment (SUBARNA) Project (01 Position, based at CARE Bangladesh Dhaka Office)

The duration of the proposed contract is up to September 30, 2020.

I.          Job Summary:  

The principal purpose of the position is to manage all information requirement, information generation and sharing/ dissemination of information and managing communications for the Joint Needs Assessment/ SUBARNA project.  The primary purpose of the project is technical advancement of Joint Needs Assessments and increasing ownership by the humanitarian actors in Bangladesh, including; DDM, MoDMR, HCTT, Clusters, UN Agencies, NGOs, INGOs etc. So the incumbent will maintain close liaison and cooperation with the stakeholders for information management. 

II. Responsibilities and Tasks:

Responsibility # 1: Ensure required pre-crisis and in-crisis information are collected, generated and disseminated in a systematic manner

  • Work with Needs Assessment Working Group (NAWG) to agree on a list of pre-crisis information relevant for Joint needs Assessments (JNA).
  • Ensure that all required pre-crisis information for the JNA is collected and stored in an organized manner.
  • Ensure secondary information for JNA from respective areas and for different hazards (floods, earthquake, cyclones etc) are collected and stored in an organized manner Develop a standard process flow and associated mechanism and guideline for data processing and analysis for in-crisis primary information.
  • Work with stakeholders to lead/facilitate in data processing and analysis for JNA reports as and when JNA is launched in Bangladesh.
  • Maintain and update databases of trained resource pool and keep regular contact with them.
  • Maintain databases of all JNA data and reports in an organized manner.
  • Work with stakeholders including DDM (DMIC) and HCTT for exploring option for revitalizing and functioning web-portal (HCTT/LCG-DER) for Needs Assessment.
  • Lead on arranging and facilitating data collection and information management components in relevant trainings.
  • Arrange learning sessions after each JNA, extract and document learnings from each JNA (thematic, strategic and technical areas) to support learning incorporation in the JNA process and tools.
  • Provide support for preparing emergency alerts and emergency situation reports.

 

Responsibility # 2: Update and contextualize existing JNA tools by maintaining synergies with other assessment tools prevailing in Bangladesh and  addressing gender, disability etc. inclusion issues.

  • Review the existing JNA tools and identify gaps and areas of improvements in consultation with NAWG and others stakeholders.
  • Lead in formation and facilitation of a technical team for revising the JNA tools.
  • Ensure all JNA tools have addressed and incorporated gender, disability and other inclusion issues properly.
  • Ensure the synergies between the revised JNA tools and other government and non-government humanitarian assessment tools that are in use in Bangladesh.
  • Maintain updated version of JNA forms and make it available to field teams as and when required.
  • Develop concise and user friendly template for JNA reports in agreement with NAWG.

 

Responsibility # 3: Incorporate relevant new technologies and update the system/process, methodologies and tools for emergency assessment

  • Keep proactive effort constantly to look up for global advancement in assessment techniques and technologies
  • Maintain effective liaison with and get update from globally recognized assessment expert organizations including ACAPS, OCHA, Map Action, global clusters as appropriate.
  • Develop a contextualized online/ open data toolbox mechanism for JNA tools including web based/ mobile (android) based tools following ODK, KOBO or any other appropriate system.
  • Ensure adequate preparedness for spatial and non-spatial data including storing shape files, vulnerability and census information etc. for producing quality GIS/satellite maps for JNA.
  • Develop an assessment methodologies and tools for aerial assessment in coordination with relevant stakeholders.
  • Provide technical support to the consultants for developing urban assessment approach and tools.

 

Responsibility # 4: Work closely with identified stakeholders to ensure efficient and effective engagement in project implementation

  • Provide programmatic and technical support for effective implementation of program activities, particularly related to Information management.
  • Represent CARE for SUBARNA project at forums and meetings as advised by Program Manager.
  • Maintain close liaison and cooperation with information management and needs assessment functions/units/focal at DDM (DMIC), MoDMR (NDRCC), clusters, other working groups, district level focal persons and other identified stakeholders and develop new relations as needed for success of the project.
  • Coordinate with INGO-ESC, Clusters, MAF, START Fund BD/ACAPS, Govt, HCTT Reps for collection, generation as well as dissemination of information related with SUBARNA project.
  • Coordinate, facilitate and record meetings/ discussions of Needs Assessment Working Group (NAWG), ensure technical, admin/logistic support to the group.

IV. Working Conditions:  

Based in CARE Bangladesh Dhaka Office with approximately 30% time to travel in field

V.   Qualification and Experience:  

  • Masters in Management Information Systems (MIS)/ Statistics/ Disaster Management or field relevant to information management.
  • 5 to 6 years’ experience in information management, data tabulation, report writing in emergency or humanitarian programs.
  • Preferably experience of emergency needs assessments (knowledge of JNA/MIRA).
  • Previous experience of working in UN/INGOs/NGOs.
  • Strong in written and verbal English and Bangla communications.
  • Computer skills on MS word, Excel, Power point, ACESS, SPSS.
