Project Summary

Supporting Bangladesh Rapid Needs Assessment (SUBARNA) Project will contribute to and promote activities that facilitate the strengthening of Government assessment practices as well as those of development partners. This project shall develop strong linkages with the funding mechanisms of various donor partners by developing linkages between the community needs and funding announcements, such as the Start Fund’s extension of similar system in Bangladesh by developing linkages with START Fund Bangladesh based on the locally generated data. Finally, the project will provide capacity building support to a total of 330 national staffs.

Program Manager for Supporting Bangladesh Rapid Needs Assessment (SUBARNA) Project (01 Position, based at CARE Bangladesh Dhaka Office)

The duration of the proposed contract is up to September 30, 2020.

I.          Job Summary:  

The principal purpose of the position includes implementation management of CARE Bangladesh’s SUBARNA project, and ensures that it is effective in meeting objectives as set out in project proposals. S/he will act as Budget Holder for the project budget. The project is focused on improvements in emergency and the primary purpose of the project is Joint Needs Assessments (JNA) owned by humanitarian actors in Bangladesh, including DDM, MoDMR, HCTT, Clusters, UN Agencies, NGOs, INGOs etc. So the incumbent maintains strong linkage/networking with the stakeholders.

II. Responsibilities and Tasks:

Responsibility # 1: Ensure smooth project implementation and objectives are met within budget and time

35%

  • Be responsible for project progress and expenditure. Track monthly progress against plan and budget.
  • Be alert for any potential program deviation or budget under spending and undertake appropriate adjustments to implementation plan and budget on quarterly basis.
  • Develop detailed action plan and guideline in team following the project’s Log frame and ensure effective monitoring of the project.
  • Make sure that all (goods and services) procurements are done timely and following due procurement process.
  • Maintain CARE and donor compliance requirements at all stages of the project.
  • Ensure professional, analytical report writing and submission within deadlines to CARE UK, UNOPS/DFID.
  • Represent CARE for SUBARNA project at external forums institutions and meetings as advised by EPRC.

 

Responsibility # 2: Work closely with identified stakeholders to ensure efficient and effective engagement in project implementation

  • Be accountable for appropriate preparations and undertaking of Joint Needs Assessment (JNA)/rapid assessments as and when agreed by stakeholders.
  • Keep regular coordination with the identified stakeholder for linkages and synergies under guidance of the ERPC.
  • Ensure the Needs Assessment Working Group (NAWG) is functional and coordinates the preparedness, quality improvement and appropriateness of Joint needs assessment.
  • Coordinate and facilitate meetings and discussion of Needs Assessment Working Group (NAWG).
  • Provide programmatic and technical support for effective implementation of activities related to the project as undertaken by NAWG.
  • Ensure Joint Needs Assessments are carried out in an appropriate manner using the most up-to-date methodologies and technologies.
  • Ensure JNA/RNA reports are produced timely and maintaining appropriate technical standard for serving as an evidence base for response decision making.
  • Work with stakeholders to refine JNA methodologies and arrange required technical assistance.
  • Work with stakeholders to finalize data analysis and provide facilitation for finalizing JNA reports as and when JNA is launched in Bangladesh.
  • Prepare and act as custodian of secondary information for JNA in respective areas and for different hazards (floods, earthquake, cyclones etc).

 

Responsibility # 3: Establish and maintain external network and Capacity Building of stakeholders including government and non-government agencies.

  • Maintain close liaison and cooperation with identified stakeholders including HCTT, Clusters, Working Groups, INGO-ESC, MAF, START Fund BD for effective mutual cooperation.
  • Explore and develop new relations with other national and international stakeholders relevant to emergency needs assessment as needed for success of the project.
  • With support from team, lead on developing capacity building packages including modules, training materials, guiding notes etc. for senior to midlevel government and non-government officials at Dhaka as well as field level.
  • With support from team, lead on organizing and facilitating various capacity building trainings for government and non-government officials while maintaining gender balance.
  • Develop and maintain a pool of trained staff from government and non-government officials for involving in real time assessments.

 

Responsibility # 4: Be responsible for building a strong team

  • Develop and manage appropriate coordination mechanisms within CARE BD staff for smooth project operations.
  • Ensure project team respect CARE’s core values and principles.
  • Ensure performance management of direct report.
  • Ensure team members have realistic roles and responsibilities in their day to day work delivery.
  • Support ERPC to establish and maintain an effective system for monitoring the humanitarian situation at CARE as well as through national/local partners.
  • Provide technical support to ERPC and team for capacity building of partners on humanitarian skills, especially needs assessment.
  • Support ERPC with adequate pre-crisis and in-crisis data/analysis on emergencies for making effective decisions at ERT.
  • Take on any relevant role as assigned by the management.

IV. Working Conditions:  

Based in CARE Bangladesh Dhaka Office with approximately 30% time to travel in field.

 

V.   Qualification and Experience:  

  • Masters in Disaster Management or relevant subject.
  • 5 to 7 years’ experience in multi-sectorial emergency projects and active engagement in emergency needs assessments (preferably knowledge of JNA/MIRA).
  • Good conceptual understanding of humanitarian strategies and approaches including Cluster mechanism.
  • Strong project cycle management skills.
  • Previous experience of working in UN/INGOs/NGOs.
  • Basic knowledge of donor policies and procedures and experience of working on DFID funded projects.
  • Demonstrated administrative, financial, and personnel management capacities.
  • Strong in written and verbal English and Bangla communications.
  • Skilled in MS Office software.
