Project Summary

To address the health service gap and improve health access for 2.8 million people in all remote 11 sub-districts of Sunamganj, CARE Bangladesh has been implementing a public-private partnership (PPP) through 20% profit reinvestment from GlaxoSmithKline (GSK) since December 2012. Through this CARE-GSK CHW Initiative, CARE Bangladesh along with MOHFW is trying to develop a cadre of Social Entrepreneur for Skilled Health Services. As a part of, 300 sustainable private skilled health providers supported by communities, public health system and LG bodies has developed. The private providers are accredited by Bangladesh Nursing Council with 6 months community skilled birth attendant (CSBA) training and also received some other essential technical training. These social entrepreneurs are continuously train and monitored by Health and FP department. The community support system (CmSS) and Local Government (LG) support them in market development and mobilize local resources to facilitate service to the poor, enforce local health system accountability. To provide overall management, programmatic and coordination support to the CARE-GSK CHW Initiative, the Community Outreach Manager will be assigned in one cluster (5 or 6 Upazila), and he is one of the integral part of the CARE-GSK CHW Initiative.

Position Title, Location & Contract Duration:

Community Outreach Manager for CARE-GSK CHW Initiative project (02 Positions, based at different Upazila of Sunamganj district)

The duration of the proposed contract is up to November 30, 2018.

I.          Job Summary:  

The Community Outreach Manager is primarily responsible to establish a committed, pro-active and result oriented team in each Upazila through facilitating different activities with the team members. S/he work closely with the respective team to provide needful support and guide them for implementing result based project management/implementation. S/he will facilitate different approach with Upazila team to develop their capacity in identifying the bottlenecks, challenges and formulating potential interventions to mobilize the community towards positive health seeking behavior and practices. In addition, S/he will also make the team equipped to provide support to Private-CSBA in handling the different life skill challenges at home and workplace. The Community Outreach Manager will closely work with respective Upazila Parishad, Upazila Nirbahi officer to mobilize their commitment and ensure resources allocation for supporting the poor/ultra-poor under privileged women and children in accessing lifesaving Maternal, neonatal and child health (MNCH) services. In addition, S/he will also work with different health facilities to improve their MNCH services through ensuring better accessibility and service quality. Furthermore, S/he will provide capacity building support to the district and Upazila Core team members of MOHFW to facilitate the monitoring and supervision activities at the Upazila and below level. S/he will directly supervise 5-6 Project Officer working in 5-6 sub district of Sunamganj district. S/he will provide require management support, managing staff performance and their develop skill and competency in regular basis through providing coaching and mentoring support.

II. Responsibilities and Tasks:

Responsibility # 1: To provide effective support and guide to assign Upazila teams for implementing result based project management/implementation

30%

  • Facilitate monthly performance review meeting at the Upazila level with project staff to support the respective team for developing evidence based and result oriented plan.
  • Creating enabling working environment within the team and ensure team spirit for effective implementation of project activities.
  • Monitoring the quality implementation process and enable team to proactively identify the bottlenecks (project staff, community) with mitigation strategy.
  • Provide capacity building support to the Upazila team through training, OJT, coaching and mobilize supports as appropriate for effective implementation of plan.
  • Improve staff conceptual and technical skills through organizing different sessions and providing on the job training/coaching and mentoring to the field staff.
  • Facilitate the market linkage activities for the Private-CSBA.
  • Identify different revenue stream for the Private-CSBA for improving their financial growth and sustainability.
  • Guide and support the assigned Upazila team to roll out m-health intervention for the selected P-CSBA.    

 

Responsibility # 2: To Develop capacity of Upazila teams to facilitate effective implementation of community mobilization component at field level

  • Develop different tools and guideline to identify the bottlenecks of low performing Private-CSBA and also mapping local resources, identifying proactive agents in the community
  • Provide in house orientation and on the job support to field staff to carry out the  analysis in a regular manner to identify and implement feasible action to improve the performance of Private-CSBA
  • Support staff to identify feasible community mobilization interventions through conducting reflection with Private-CSBA, CHW, Community and also with government front line staff and Managers.
  • Provide needful support to Project officer to develop/adopt different community mobilization guideline and tools for frontline staff in related to maternal and newborn health
  • Regularly visit interventions implementation sites to assess whether the activity is being implemented correctly and provide OJT to field staff.

 

Responsibility # 3: To provide support to Upazila level MOHFW managers for improving MNCH service delivery system from different facilities 

20%

  • Work closely with district/Upazila level Core Team members to develop their capacity for implementing the monitoring and supervision activities at the community level.
  • Facilitate the different training, review and coordination activities of the Core Team for effective implementation of their plan.
  • Work with Union Parishad and UH&FWC management committee to implement the action plan for UH&FWC.
  • Support to UH&FWC management committee to organize their bi-monthly review and coordination meeting at the facility level.
  • Establish linkage with district and divisional level government system to mobilize the required logistics, supplies and support to Sunamganj.
  • Follow up 100% reporting of maternal, newborn and still birth at Upazila and district level.
  • Ensure appropriate mapping, analysis and presentation of all death at Upazila level monthly coordination meeting for formulating evidence based decision making process.
  • Assist field staff in organizing regular effective Health and Family Planning coordination meeting at Union and Upazila level to review project performance.

 

Responsibility # 4: To ensure effective coordination, implementation of monitoring strategy and documentation project learning for wider replication

  • Facilitate quarterly joint field visit by the Upazila level H&FP manager at the field level to monitor the project activities.
  • Ensure close coordination with UNOs, UH&FPO, UFPO, Upazila Parishad through visit them and attending in different coordination meeting.
  • Mobilize resources, supplies and commodities from Upazila Parishad and H&FP store for Private-CSBA through developing purposeful relationship.
  • Regular field visit to monitor the intervention quality, assess the social aspect of QoC of Private-CSBA services.
  • Design and implement innovative ideas to establish accountability of of Private-CSBA services.
  • Conducting regular learning and reflection session with field staff to identify and adjust different project approaches and activities for community mobilization.
  • Ensure cross pollination of different good practices among the other Upazila team through reflection of field learnings and other available innovative ideas and actions.
  • Check the quality of data through periodic data checking at field level and share the findings with project staff.
  • Submit different special reports and documents to program manager as per project need.

 

Responsibility # 5: To facilitate administrative activities and staff performance

10%

  • Ensure that the staff adheres to the project and organization administrative and financial rules policies and regulations.
  • Ensure timely submission of required logistics list to the respective concern and facility timely procurement and replacement as well.
  • Approve staff PAR, Leave and provide other require administrative support as per CARE Bangladesh policy and procedure. 
  • Conduct annual performance planning, appraisals in time, support staff to identify their development need and support to develop annual performance plan.
  • Check TERs submitted by staff, and forwarded the request for project tools and stationeries to the district level.

IV. Working Conditions:  

Based at Sadar/Jamalganj Upazila of Sunamganj district with approximately 70% - 80% field visit in the different Upazila. Close contacts are required with Upazila health & family planning managers, administrative bodies and other organizations working in similar field at the project area.

V.   Qualification and Experience:  

  • Masters in Social Science or relevant field
  • At least 5 years experience in the field of community-based maternal, newborn, child health and nutrition.
  • Have experience in working with Health and Family planning department at Upazila/district level.
  • Experience in ensuring stakeholder participation and mobilizing GoB resources in health service.
  • Experience in leading and managing team.
  • Excellent verbal and written communication skills.
  • Should have good understanding of MS Office applications.
  • Motor Cycle driving with permanent driving license is mandatory.
